    While not the answer to all their woes, the $25,000 tangible property tax exemption and the 10 percent cap on annual assessments have to be a help. If the passage of this amendment does result in a monetary shortfall and fees have to be imposed, we will all have to share in making up the deficit, not just the homeowners and business owners.
