    I would think by the verbiage used in the story above, "Code enforcement officers can't know which contracts do without first citing agents and taking them to court.", if the city is indeed citing and fining the real-estate agents without knowing if they are responsible and they are not, it is tantamount to false arrest. The real-estate agents should have a basis for a countersuit based on their being cited improperly and the subsequent damages incurred by having to go to court to defend against...
