After hearing testimony from over a dozen witnesses called by City Attorney Robert A. Smith, and Rooney, who is acting as his own legal counsel, the Police Commission asked both Smith and Rooney to prepare a document known as a "Findings of Fact, Conclusion of Law, and Order" and to submit it to the commission no later than the close of business on Tuesday, April 1.
